Project Description



Owned and operated by the Northwest Oregon Housing Authority (NOHA), Owens II is multi-family affordable housing project now under construction in Astoria, Oregon’s Downtown Historic District. The project is located adjacent to the Owens Adair Apartments, an existing housing facility also owned and operated by NOHA. The two buildings will provide a combined 96 units of housing, amenities, outdoor community spaces, and support services for seniors and individuals with disabilities.
The project is deeply connected to the region’s history. Located on land originally home to the Clatsop and Chinook people, the courtyard will pay tribute to this Indigenous history by incorporating medicinal herbs and plants native to the area, accompanied by interpretive signage. On the north side of the site, the new building is set back from the property line to preserve the historic remains of St. Mary’s, the region’s first hospital, which was demolished in 1975.
The project is targeting an Earth Advantage Gold certification. It includes a south-facing rooftop solar array that will offset house power consumption, and provide on-demand emergency power.
