Project Description
Owned and operated by the Northwest Oregon Housing Authority (NOHA), Owens II will be a multi-family affordable housing project located in Astoria, Oregon’s Downtown Historic District. The proposed building is located adjacent to the Owens Adair Apartments, an existing housing facility also owned and operated by NOHA. The two buildings will provide a combined 96 units of housing, amenities, outdoor community spaces, and support services for seniors and individuals with disabilities.
The project sits on land that was originally home to the Clatsop and Chinook people. The courtyard will honor this Indigenous history through the inclusion of medicinal herbs and plants accompanied by identifying signage. On the north side of the site, the new building is held back from the property line to preserve the historic remains of the region’s first hospital, St. Mary’s, which was demolished in 1975.
The project is targeting an Earth Advantage Gold certification. It includes a south-facing rooftop solar array that will offset house power consumption, and provide on-demand emergency power.
